Writing in his Instagram account, Qalibaf also cited the lack of an integrated urban management as the main reason behind the blast in Shahran which claimed one life yesterday.
The accident, which took place at 4:30 in the morning (local time), caused the cutoff of water, gas, telephone and electricity in the region.
The blast also created a 100-meter long, 25-meter wide and 20-meter deep hole, causing the collapse of a nearby subway construction site.
A part of a residential complex, six shops and several buildings were destroyed during the explosion.
Meanwhile, Tehran Deputy Governor Gholam-Hossein Aram said on Friday that the blast has left one person dead, adding two offices and residential buildings were caught on fire, but no deaths or injuries were reported.
Aram said two people working at the subway construction site have presumably been trapped in an under-construction tunnel.
In the meantime, Head of the Crisis Prevention and Management Organization, Ahmad Sadeqi said the Iranian Red Crescent Society's experts used the finder device to detect the survivors trapped in collapsed buildings after the gas blast, but they did not find anyone.
After ensuring that no one is trapped underground, Sadeqi said the hole was completely filled in the presence of prosecutor office' representative early Saturday.
He added at present the telephone lines, electricity and water have been reconnected, adding the gas of 80 families will be reconnected today afternoon.
