He made the condemnation during a meeting with Under Secretary of the Ministry of Foreign Affairs of Turkey Feridun H. Sinirlioğlu.
Sympathizing with the families of the victims, Taherian also condoled with the Turkish government and nation on the deadly incident.
He said it is sad that a group of people were killed by such inhuman act which has taken place in the first days of the holy month of Ramadan, a time marked by dawn-to-dusk fasting and prayer.
According to reports, the terrorist attack was made against a police vehicle in a central Istanbul district.
No group or individual has claimed responsibility for the terror attack yet.
Istanbul had already been hit by two bombings this year, including in tourist areas.
Both attacks were blamed on the terrorist group of Daesh (ISIS).
More in the meeting, the Iranian and Turkish officials discussed latest regional and international developments as well as issues of mutual interest.
