The clemency decree was signed on the occasion of the 100th anniversary of the establishment of the Democratic Republic of Azerbaijan.

The freed prisoners included 39 foreign nationals from Georgia, Russia, China, Turkey, Bangladesh, Turkmenistan, Kazakhstan, Uzbekistan, Cameroon, India, Afghanistan, Ukraine and Iran.
