University of Tehran's Dean, Mahmoud Niliabadi and Nikolay Kropachev, Saint Petersburgh University Rector inked the document on Monday in Tehan.

The two universities have agreed to open Iran and Russia Studies centers and that University of Tehran become the authorized center to carry out standard Russian proficiency tests.

They also stressed that student exchange programs start between the two universities.
