The memorandum was signed on the sidelines of the meeting of the International Commission on the Great Dams on Saturday, by Ali Noorzad, head of the Faculty of Civil, Engineering of the University of Shahid Beheshti and the head of the Faculty of Civil Engineering, University of Graz, Austria.

Exchange of professors and students and joint research projects are the main subjects of this memorandum.
