Jalali told a group of intellectuals in Tehran on Thursday that up to now, Iran has been in charge of enforcing international documents, but it should reach the position to create them as well.
He said scientific figures and experts should get involved in working out applied proposals for the related UNESCO section.
Jalali boasted that after several decades, Iran has been capable of becoming a member of the UNESCO executive council and the opportunity should be used to contribute to formation and compilation of the UNESCO executive documents.
The envoy said Iran should think of process rather than product more than before.
